Founding

As puppets continued to prove themselves in the avenues of the sciences, more and more of them went to work for the various human space agencies. Their physiology was more resilient than their human counterparts, and as such, they dealt with the rigors of extended time in space much better as well. When the technology was finally developed that would allow interstellar travel (see FELT Drive History), human space agencies jumped at the chance to start developing programs to get to the stars before all the others. But when they realized that the technology was non-functional for humans, they had to rethink that plan.

The Puppet Extraterrestrial Exploratory Force (PEEF) was founded in 2071. An international coalition of puppet scientists hellbent on getting into space, they fast tracked research and development on the FELT Drive technology that would eventually take them to other worlds. However, after a few short years, funds began to dry up from puppet investors, and the PEEF had no choice but to approach the human-run space agencies proposing a collaboration.

Under the auspices of providing supervision and guidance as needed, the PEEF was absorbed into Galaxy Scout Command (GSC), an international, human/puppet joint effort which would oversee the continuation of the FELT Drive project, and eventually lead to the launch of the Bunraku class starships.

Funding for the GSC, it was decided, would be a voluntary donation from the various national space agencies around the globe. In exchange for funding, these agencies would have a say in the missions undertaken, as well as first crack at data analysis and any other discoveries made.

Governance

The Board of Governors for the GSC is made up of six human scientists and six puppet scientists. Reporting to the Board of Governors are the Finance Oversight Board (75% human) and the Scientific Advisory Committee (75% puppet) who also report to the Joint Earth Science Team.
